Commerce, Justice, Science, and Related Agencies These Montana projects will invest in proven public safety measures for Montana's communities. These programs will help our first responders and make our cities and towns better places to live and work. Information about each project was provided by the requesting entity. Amounts requested are not guaranteed; funds secured are likely to differ from the requested amount. Montana State University-Billings (Billings, MT) This project will serve a diverse female population, many of whom are high-risk students who have not considered further education as an alternative or are under-prepared for college. This appropriation will allow MSU-Billings to hire a coordinator and educators for the program and provide tuition subsidies for students and provide the necessary equipment for coursework. Bair Science Center Construction and Renovation Project

Rocky Mountain College (Billings, MT) For nearly three decades, the Bair Science Center at Rocky Mountain College has housed the chemistry, biology, physics, geology and mathematics disciplines; now the building is in dire need of renovation and repair. This project will add a 10,000-square foot annex, making the building ADA-accessible while adding classrooms, offices, and state-of-the-art laboratories. Billings Clinic Sexual Assault Nurse Examiner

Billings Clinic (Billings, MT) Billings Clinic Sexual Assault Nurse Examiners examine approximately 100 sexual assault victims each year, many of whom are children. The funding will be allocated to equipment maintenance of key forensic evidence collection devices, annual training for Billings Clinic nurses to attain and maintain SANE certification and programmatic costs associated with staffing the on-call protocols of providing this service to our region. City and County of Butte-Silver Bow (Butte, MT) The current location of the Emergency Operations Center in the basement of the Courthouse precludes expansion and is unsuitable for the emergency preparedness needs of Butte-Silver Bow as the current physical facility lacks adequate space, sustainability, survivability, and interoperable communications equipment. Montana Second Judicial District Juvenile Probation Office (Butte, MT) The Butte-Silver Bow Youth Project is a comprehensive project specifically designed to help at risk children by addressing serious needs of troubled youth. The program will offer an aftercare program to address the needs of youth re-entering the community from detention or treatment, the Out of School Suspension Program to promote prevention and a mentorship program. Chippewa Cree Juvenile Detention
Amount: $100,000
Chippewa Cree Tribe (Box Elder, MT) Due to the directive of the Law Enforcement Division of the Bureau of Indian Affairs, juvenile offenders and adult offenders must be detained in separate holding facilities. The Chippewa Tribe contracts with Blaine County, Chinook, the State of Montana and the Sac and Fox tribe of Simud, Oklahoma to house juvenile offenders. The Tribe has a structurally sound older detention facility that the Tribe has been updating and renovating to meet safety standards and provide in-house education and treatment services to the juveniles placed in the facility, but costs have increased the original estimated cost of the project. Better Billings Foundation (Billings, MT) This program will provide at-risk youth the opportunity to repair and refurbish donated cards which are then given away to those in need in the community. Furthermore, this initiative will require every participant to attend classes offered by other community providers to learn additional life skills, and to participate in counseling and support services. City of Kalispell (Kalispell, MT) The project will improve the safety and security of law enforcement, fire, and court personnel and the members of the public. The upgraded facility will improve communication capabilities and coordinate public safety activities with adequate room to accommodate future growth. This facility will be the home to a large base of complex technical safety and rescue equipment for the Flathead Valley. Combined Law Enforcement Crisis Response Team

Stillwater County (Columbus, MT) Stillwater County has five full time deputies not including the Sheriff and Undersheriff and five to six active reserves, approximately 0.76 deputies per 1,000 people, the lowest rate in the State of Montana. Montana Department of Justice, Attorney General Steve Bullock (Billings, MT) The Department of Justice's Forensic Science Division in Missoula provides invaluable scientific and technical support to Montana's law enforcement community. Because of increased demands on the lab and geographical restrictions, a facility in Billings is needed to perform autopsies and pathological examinations and other services for local law enforcement in the eastern half of Montana. Town of Eureka (Eureka, MT) The current Town Hall houses the courtroom, judges quarters, municipality offices, Eureka Dispatch Center, Lincoln County Sheriff's Department, Montana Highway Patrol, Town Police, and other agencies. The current building is too small for these uses and does not have the proper security to insure the safety of law enforcement nor the other employees, especially the lone dispatch officer at night. This project will help with the process of developing a new Eureka Justice Center in order to preserve interagency corporation while providing a safe work environment. Flathead County (Kalispell, MT) The jail expansion is the first phase of the larger justice center expansion project. All of the county's public safety, legal and court services are in the existing justice center building that they have outgrown due to major population growth in recent years. Fort Belknap Indian Community (Harlem, MT) This project will maintain a safe and secure detention facility on the Fort Belknap Indian Reservation. In the past, the facility has had to close its doors on several different occasions due to lack of funding and inability to provide the necessities to operate a detention facility, such as uniforms and equipment for staff. Fort Belknap Indian Community (Harlem, MT) This project will provide adequate training funds so that the court staff is kept up to date on the most current training opportunities that other court systems throughout Indian Country already have access to. This project will also counteract the steady flow of rising criminal activity within the Fort Belknap Indian Reservation and will help keep the community safe and deter criminal offenses related to alcohol and drug abuse. Gallatin County (Bozeman, MT) This funding will allow the court to expand the capacity of its program by adding case management, mental health access, treatment access, and housing and education assistance for program participants willing to seriously address their chemical dependency issues. McLaughlin Research Institute for Biomedical Sciences, Inc. (Great Falls, MT) This project will allow McLaughlin Research to expand its research toward understanding genetic susceptibility to disease. Work will begin immediately on converting space to laboratories and integrating them into existing research space. This project will also allow for the purchase of building materials and equipment and enhance research infrastructure for additional research teams. Missoula Police Headquarters Facility

City of Missoula (Missoula, MT) The present police facility is grossly over-crowded and is not energy efficient. This greatly impacts the ability of the police department to deliver services. A new police headquarters will correct these deficiencies and improve the handling of criminal investigations, by housing task force efforts for Internet Crimes Against Children and other cyber-crime investigations, including computer forensic services, in this state-of-the-art facility. Missoula County (Missoula, MT) This project will allow Missoula County, in partnership with local law enforcement, fire, and public health agencies, to build a new Public Safety Operations and Training Center. The current Center is housed in two small rooms in the basement of the Courthouse Annex. One is designed as a conference room and can only accommodate about 10 people comfortably. The other is a radio room equipped with three workstations. All of the existing radio equipment is at least 25 years old, deteriorating rapidly, and has long since been inadequate for the needs of Missoula County. Montana Supreme Court Youth and District Court Services Bureau (Statewide, MT) Through a partnership between the Montana Youth and District Court Services Bureau and AquilaVision Corporation, this project will provide device leases, program implementation, and training for active GPS monitoring systems and active alcohol monitoring units throughout the State of Montana. University of Montana (Missoula, MT) This project will allow the Montana Safe Schools Center in the University's Division of Educational Research and Service to continue to work effectively with schools, state agencies and Tribes on the interrelated issues of childhood trauma and victimization, suicide prevention, threat assessment, behavioral health and bullying. Sanders County Coalition for Families (Thompson Falls, MT) Sanders County Coalition for Families (SCCFF) provides assistance to victims of domestic and sexual violence, stalking, teen dating violence, child abuse and other problems. Funding will be matched with land donated by the City of Thompson Falls for office space, an emergency shelter, transitional and low-income housing and job training. City of Whitefish (Whitefish, MT) The new emergency services center (ESC) will provide interoperability and improve efficiency in performance of inter-agency services with Immigrations and Customs Enforcement, Border Patrol, FBI, Secret Service, DEA, Montana Highway Patrol, Flathead Valley Office of Emergency Services, Flathead County Sheriff, and local cities of Kalispell and Columbia Falls. Yellowstone County (Billings, MT) The Yellowstone County Detention Center is 21 years old and in need of repair. The smoke evacuation system is inoperable due to the upgrading of the fire alarm panel, the aging of the smoke dampers, and the aging of the HVAC control system. This project will upgrade the smoke damper and HVAC control, retrofit lighting fixtures and replace the hot water and boiler system. Yellowstone County Sheriff's Office HVAC Project

Yellowstone County (Billings, MT) The Sheriff's Office Building is about 43 years old. The HVAC system has reached the end of its useful life. The air distribution boxes can no longer be repaired because parts are no longer available. This project will involve the replacement of the variable air boxes, replacement of the pneumatic control system, repairs to the air handling units, and add additional air ducts to some parts of the building. |
